OLYMPIC SAILING GROUP
The primary mission of the ISA ‘s Olympic Sailing Group is to assist Irish Sailors to reach medal winning positions in the Olympic Games. While the Olympic Council of Ireland(OCI) selects the Irish Olympic Team, the Olympic Sailing Group is responsible for setting fair and equitable rules for selecting and nominating suitable candidates to the OCI for membership of the Irish Olympic Sailing Team. The Olympic Sailing Group also distributes the available funds in a manner compatible with its mission. This leaflet details the procedures involved in these processes.
The members of the Olympic Sailing Group are: Anthony O’Leary(chair), Anne Blaney, Paddy Boyd (ISA Secretary General) Martin Byrne, Garrett Connolly (Olympic Performance Manager) Harry Gallagher, Dr. Sonja Kidney (ISA Medical Officer) Mark Lyttle, David O’Brien, Dan O’Grady, and Bill O’Hara.
Funding
Olympic Sailing campaigns are funded in various ways, not least of which is the funding raised by the competitors themselves. This section outlines the funding available through the ISA and the Sports Council.
International Carding Scheme
The Irish Sports Council sets and implements Irish Sporting Policy. In the area of High Performance Sport the Sports Council has established the International Carding Scheme to support Ireland’s leading sportsmen and women. Entry to and the determination of the levels is based on performance, either through world rankings or performance at the most recent World Championships. In addition to direct funding carded athletes can avail of extensive Sports medicine support and the facilities of the National Coaching and Training Centre attached to the University of Limerick. Applications for consideration to be included in the scheme are processed through the National Governing Bodies of each Sport, annually. A set of ranking criteria, based on the ISAF World Rankings in Olympic Disciplines are determined in consultation with each Sport, and once determined, the rankings enable comparison between sports and the benefits of the scheme are applied equally across all sports. Other Support Services
The ISAOG, through the National Coaching & Training Centre, will provide expert guidance in all other non sailing aspects of campaign support such as physiology, nutrition, general and specific fitness and psychology.
All campaigners, carded or otherwise, are encouraged to use the facilities and the expertise of the NCTC to the fullest possible extent. Consultation with the NCTC and the satisfactory meeting of targets set by it will be a condition of continued support from the SC carding scheme.
Notes:
1. All cardholders must submit annually to the ISAOG a detailed campaign programme covering budget, competition, training/fitness and sports psychology plans.
2. All competitors availing of SC or ISAOG funds must be ISA members of good standing, members of their relevant class organisations and IOC eligible to sail for Ireland.
2004 Squad Coaching and additional sports science support
ISA recognizes the necessity for quality coaching and support, especially at World Class level. In 2004 ISA will provide for class support across the Olympic squad. The support will be in the form of a coaching allowance at training and events. Such support will be, as far as possible, contracted directly by the ISA. Allocations are detailed in the accompanying table.

The allocations will be based on each campaigns ranking at the end of the 2003 season or World Championship result obtained during the 2003 season.
Awards to WC1 to WC3 campaigns under the above allocation will be available from Jan 04. Awards to International or lower campaigns will only be available to campaigns which have been nominated to the OCI for selection to the 2004 Olympic Team. Allocations are per boat.
The ISA will also provide additional sports science and logistical support at key events through the season.
Supplemental Equipment/Coaching awards
The ISAOG will operate a supplemental awards system in 2004 to reward those crews who achieve Olympic Selection and have met a series of targets, which will be pre-agreed with the Performance manager.
In 2004 the system will operate as follows:

Attendance Grants
Attendance grants are primarily designed to assist sailors to move into and up in their respective world ranking ladders. The grants are payable for attendance at Grade 1 events. Applications for grants for attendance at specified training camps may be considered. In 2004, grants will not be available to campaigns already holding WC1 to WC3 cards. 50% attendance grants will be available to campaigns holding international cards. Full attendance grants will be available to campaigns holding Development cards, and to campaigns holding no card. Eligibility for attendance grants will be reviewed on an individual campaign basis at the end of each season. Attendance grants will only be payable to campaigners who have submitted detailed campaign plans to the ISAOG and are members of the 2004 squad.

Attendance grants are payable for attendance at up to a maximum of 6 events per campaign in one year. Eligible events in 2004 will be as follows: Sail Melbourne, MOCR, Hyeres, Spa, Europeans and Worlds. A maximum of two attendance grants per class per event will be payable in 2004. Where more than two claims per event are received the grants will be awarded to the highest place finishers.
Rookie Grants
Rookie grants will be available to non-members of the 2004 squad who have submitted a campaign plan to the ISAOG, and who have demonstrated ability at national or international level or have graduated from the ISA Academy. Rates of rookie grants are set out below. Rookie grants are available for up to a maximum of five grade 1 events and eligibility will be reviewed at the end of each season.

Anti-Doping Code
The ISA subscribes to the WADA anti-Doping Code approved by the Irish Sports Council. It is an absolute condition that all campaigners and cardholders are aware of and abide by the code. A positive drugs test may lead to complete withdrawal of all funding and support.

Olympic Nomination and Selection
The Irish Team to compete at the Olympic Games is selected by the Olympic Council of Ireland (OCI). The ISA’s Olympic Sailing Group (ISAOG) nominates sailors to the OCI for selection, who meet the criteria laid down by the ISAOG. The criteria for nomination are divided into two parts:
1: Nation Qualification
ISAF has, in consultation with the IOC, determined a series of regattas to determine which countries qualify for the limited number of spaces available in the 2004 Olympic Games. These regattas and the number of countries to qualify are as shown in the accompanying table. At Nation qualifiers the sailors qualify their country, not necessarily themselves.

2: ISAOG Nomination to OCI/PCI:
Pre-selection mechanism.
In the event that the nation is qualified at or before the combined class worlds at Cadiz, (Sept 03) and one competitor/team is ranked in the top eight, (World Class 2 cut-off in the current ISC criteria) at the first valid ranking review following the Cadiz event, (date to be confirmed) and no other competitor in that class is ranked in the top 16, or has finished in the top 16 in the 2002 or 2003 Worlds (World Class 3 cut-off in the current ISC criteria), competition for nomination will cease and the former competitor/team shall be nominated. This process is designed to generate early nomination where a world- class competitor has no close competition within the final 12 months of the Olympic cycle. ISA reserves the right to review the pre-selection mechanism at any time.
All Classes except Star, Sonar and 2.4M
If the nation is qualified in a class, the highest ranked sailor/team in the ISAF World Rankings in that class in the first valid ranking review at or around the 30th of April 2004 (date to be confirmed) and including the final nation qualifier will be nominated to the OCI for selection. In the event that the final nation qualifier takes place after the 30th April, the ranking review used for nomination purposes will be the next ISAF ranking review following the qualifier, and including any other events that have taken place since the end April review.
Star Class
Nomination in the Star class will be based on the result of a trials series. The trials series will consist of three regatta’s as follows
MOCR 2004 – Miami Jan 26th to 30th.
Star Europeans – L’Escala march 25th to 31st
Star World Championships 2004 – Italy, late April/early May 2004
Sonar Class
Nomination in the Sonar will be based on the result of a trials series. The trials series will consist of two events, the 2003 Sonar Paralympic World Championships at Athens and the 2004 MOCR at Miami.
All trials series will use a positive points system, exact details of which will be circulated to the competitors under separate cover.
ISAOG reserve the right to review and, if deemed appropriate, amend the nominations system.
All potential nominees must be in good standing with the ISA, be members of the current Olympic squad and have signed the relevant squad contract on request.
