IRL Sail Numbers




Boats racing at an international event must display the national letters of her national authority, for Irish boats this is IRL. In Ireland, national Sail Numbers are issued by the ISA Racing Department.

Boats racing under the Racing Rules of Sailing must display a Sail Number. A boat racing under any rating rules such as IRC & ECHO must display an IRL Sail Number as prescribed by the ISA. This sail number shall be in accordance with rule 77, Identification on Sails and Appendix G. Applications including details of the boat are required to be completed before a number is issued.

By default the Sail Numbers remain with a boat when it is sold. When a boat changes ownership the new owner will need to re-register the sail number.

IRL Sail Number for Cruiser / Racers 

IRL numbers for Cruiser / Racers are issued in sequence from the ‘Other Sailing Class’ section of the ISA database. The next available number will be issued for a boat. A selected IRL number can be requested subject to availability. These numbers are reserved for a period of 48 hours subject to payment of the appropriate fee. The number will be released and be available for another boat if the application and fee is not completed in that time.

International Class Measurement Certificate

The following One Design Classes require boats to hold a nationally issued International Class Measurement Certificate and/or an IRL Sail Number: Optimist, 420, 470, Dragon, Enterprise, Etchells, Europe, Flying Fifteen and Mirror. We do this on the class agreed International Class Measurement Certificate. Other classes using their own sail number systems are required to display their national letters at international events.

Measurement Certificates and IRL Sail Numbers are issued in accordance with class association rules. The ISA cannot issue International Class Measurement Certificates or IRL numbers until the original class measurement forms are delivered to the office, faxes, photocopies or scans may not be acceptable within the class rules.

The cost is €30 and delivery time for One Design Measurement Certificate or IRL Sail Numbers is 2 - 5 working days from receipt all details and all the Express Services will have a €30 extra charge.

Certificates should be kept in a secure place as replacements cost €20 each.

Optimist

The Optimist Sail Number is issued by the ISA in accordance with IODA class rules. To register a new Optimist, send your Measurement Book, with the builder’s declaration and all measurement form sections completed (blue and white measurement booklet), from the builder or last owner to the ISA offices, together with the fee, and ensuring that you have completed the middle section by entering the sailor’s name and address. We will complete the registration and return your Measurement Book with the new International Class Measurement Certificate and IRL Sail Number by post. 

Change of ownership invalidates the Measurement Certificate. The new owner applies to the ISA for endorsement of the Measurement Book and new Measurement Certificate. Send the Measurement Book, the old Measurement Certificate and fee to the ISA offices. We will re-register the boat and return the Measurement Book with your new International Class Measurement Certificate.

Optimists must have a valid Measurement Certificate in order to race, so please ensure you register the boat in good time. Please note: This cannot be done online.

420

The 420 Sail Number is allocated by the ICA and specified on the ICA plaque. The ISA is the 420 Certification Authority in Ireland. To obtain a 420 Measurement Certificate the International Measurement Form (IMF) for the boat together with the fee should be sent to the ISA office. We will then issue the Measurement Certificate and return the IMF.

Change of ownership invalidates the Measurement Certificate. The new owner needs to apply to the ISA for a new Measurement Certificate. Send the IMF with the old Measurement Certificate and fee to the ISA offices. We will re-register the boat and return your IMF with a new International Class Measurement Certificate. 420’s must have a valid Measurement Certificate in order to race, so please ensure you register the boat in good time. Please note: This cannot be done online.

Mirror

To register a Mirror dinghy, forward the Mirror Measurement Form, the fee and any documentation pertaining to the boat to the office, e.g. re-weighing information, sail change information, and we will complete the registration for you and return your documentation with your new International Class Measurement Certificate.

Change of ownership invalidates the Measurement Certificate. The new owner applies to the ISA for endorsement of the Measurement Form and a new Measurement Certificate. Send the Measurement Form, the old Measurement Certificate and fee to the ISA offices. We will re-register the boat and return the Measurement Book with your new International Class Measurement Certificate.

Mirrors must have a valid Measurement Certificate in order to race, so please ensure that you get the papers with your boat and register it in good time.
Please note: This cannot be done online.


All other classes, e.g. J24, Europe, Flying Fifteen, Dragon, and so on may be registered with the ISA by forwarding any documentation pertaining to the boat, e.g. the original measurement cert, to the office together with the fee. We will allocate you a sail number and register you on our records. Copies of your documentation will be sent back to you by return of post, and the originals will be kept on file in the office.
