The ISA is charged with increasing participation in boating activities by making boating as accessible as possible. We also set and police standards for ISA Training Centres. These two roles can, and do, conflict.  
What can do to manage these two conflicting functions more effectively?

the ISA already have the sail fleet  dingy which can be hired for a week . why not have 2 fleets going from centre to centre for a week and have 1 instructor with them so each centre can see and experience new boats and can take bookings to fill boats .
